LIRA
Cal Water's Low-Income Assistance Program (LIRA) offers a monthly discount to qualified low-income customers in all California service areas.
How Do I Qualify for the Program?
The easiest way to qualify for LIRA is to demonstrate that you participate in your electric utility's low-income assistance program. If you do participate in such a program, fill out Application #1 (below), attach a copy of your recent electric utility bill that shows your name, address, and the rate tariff (PG&E: EL-1; Southern California Edison: D-CARE), and mail it to your local Cal Water Customer Center.
How Else Can I Qualify?
If you do not participate in your electric utility's assistance program, you may still qualify for LIRA if you can prove that your household income meets the requirements shown in the table below:

To be eligible to apply using Application #2, your household's gross annual income may not exceed these guidelines:

If your income is within these guidelines, complete the appropriate application below, sign it, and mail it to your local Cal Water Customer Center. After your application is received, you may be asked to provide proof of income.

General Information
The LIRA is not retroactive. If you qualify, you will receive a discount for the month during which Cal Water received your application. If you prefer not to mail your application, you may drop it in the clearly marked box at your local Customer Center.
